Whenever the METAR says Visibility 10 km or more it is just 10 km.

If in METAR 10 km my FS2004 draws a completely gray sky without the sun and in the FS2004 weather settings the visibility is 16 km. This is a long-standing problem for FS2004, but FSrealWX Pro has solved this problem, but it does not work in FSrealWX 3.0
