When Flying in KENIA close to Nairobi, cloud layers appear to be underground. METAR report specifies cloud ceiling in 1700 ft, so does FSX advandced user weather tab, too.
However, HKNW elevation is 5500ft, so 1700ft are supposed to be AGL?
