Always raining at start

I'm at a loss why FSreal (registered) begins with rain, regardless of time or place. Once I get above 5,000 feet or so, skies clear.

--FS2004; "User-defined weather" selected

--FSUIPC (registered) is active

--I had been using IVA0 but switched to NOAA; changed nothing. UPDATE: changed to VATSIM; no change

I keep thinking there's a checkbox I've missed. Any suggestions would be appreciated.
